(8) Strategic Planning Committee
The Strategic Planning Committee shall advise the Board on all matters that involve UCGIS with regard to its long-term goals. Strategic planning requires visionary and directional thinking. The strategic plan sets the context for annual operational plans. The actions of the Committee are to be based on the "Strategic Plan," a document accepted by the Council in June 1998.
The Strategic Planning Committee will operate on an annual cycle within the context of the Council's meeting. Each year an annual operational plan will be developed to adopt objectives and allocate resources and responsibilities for achieving strategic goals. The plan will be approved at the Council Meeting. The Strategic Plan review and update will occur at the Summer Assembly. The President-Elect is the Chair of this committee. The Board shall approve a Vice-Chair, and a 3-year, a two-year, and a 1-year board member.
Meetings of the UCGIS Council shall be held *at least annually, with the dates and places selected by the Board of Directors. Special meetings may be convened by the Board of Directors or at the written request of one-third of the member institutions to consider matters of extreme importance. A meeting agenda shall be distributed prior to meetings. Matters shall be decided by an affirmative vote of a majority of the delegates casting votes as long as a quorum of delegates representing at least one-tenth of the members is present
